Legislative Committee

Duties: To develop a proactive, responsive, and effective relationship with the
Congress, the department {HHS} and administration officials regarding
critical issues and policies, and programs facing community action
agencies.

Head Start Committee

- Clarence E. Billups, Georgia
Duties: To create a liaison between the NHSA Office and the Head Start Bureau at
HHS, and develop a direct line of communication with a working
relationship.

Professional Development & Training Committee
- Dr. Willis H. Crosby, Jr., South Carolina - Chair
- E. Phillip McKain, Connetticut
Duties: To develop training for directors and community action managers in
relations to being in compliance with Federal regulations, performance
standards, and grant agreement provisions in carrying out requirements
regarding contracts, CSBG Act and the Head Start Act.

Congressional Black Caucus Committee:
- Lujata Mjumbe, Alabama. - Chair
- John Adams, Washington, D.C.
- Ted Debro, Alabama
Duties: Establish a working line of communication with the Caucus to seek their
support in legislation that may affect community action programs as well
Head Start program. To work to promote the work that community action
programs perform in assisting poor peoples.

- Patsy Gardner, South Carolina
Duties: To collect and disseminate any and all information pertaining to laws,
rules and regulations that may be of importance to the membership.

Duties: To promote public relations among community action and Head Start
program as to the mission of TAACAL and purpose, to recruit and further develop membership.
